Very deep thinking from our friend Bill. Easy to write off collateral damage when you don't have to 1. cause it yourself or 2. literally pick up the pieces and send them to the morgue. Plus, a pretty smart guy at the whole War thing, Gen. Stanley McChrystal, has explicitly ordered our troops to avoid collateral damage, going so far as to order our troops to disengage from the enemy firing at them if there is a probability of civilian casualties.
